MegaMeeting on Saturday, April 26

Set your calendars.

We will hold our biannual MegaMeeting on Saturday, April 26 beginning at 10 a.m.

We would love to see you in person at the Plumber & Pipefitters Local at 1250 Kinnear Road in Columbus, Ohio, 43212.

We listened to you and understand it is difficult for some members to travel so, as President Danny Musacchio promised in October, we are setting up satellite sites at training centers in Amherst, Batavia and West Virginia for you to take part in the MegaMeeting.

This is your union so please plan to be active in these twice-a-year meetings. There will be no chapter meetings in April.

The MegaMeeting will include a thorough review of Local 23’s finances, and a report from every Field Rep and organizer in our four states.

JATC administrators will report as well.

“You’ll get to hear from everyone who works for you,” said President Musacchio.

Drug Testing for New and Existing
North Shore Chapter Members

New and existing North Shore Chapter members who need to be drug tested should call Kelly Steiner at 216.398.0349.

You will need to provide your name, social security number, phone number and zip code to Kelly to schedule a test.

Kelly will then text you a QR code that contains the referral, and the name of the testing facility closest to your home.

If Kelly does not answer, leave her a message and she will return your call promptly.

Building Upon The First Six Months – We’re Just Getting Started

We want to thank you for the vote of confidence in the BAC Local Officer elections that were finalized last week.

Here is a quick recap for you.

Elected to a three-year term beginning April 1, 2025:

President Danny Musacchio

Secretary/Treasurer Noah Carmichael

Vice-Chairs:

Brian Collier

Brian D. Wear

Joshua Moss

Shawn Herzog

Justin M. Gartrell

For the past six months, we have worked to deliver results for you to improve your union.

Our priorities have been to train the next generation of Union Stewards, increase BAC hours in West Virginia, and use our 70 years of combined experience to build and maintain market share and relationships with contractors.

In addition, we will begin cross-training with allied craftworkers (tile and concrete), and we have expanded our weekly communications to membership to showcase job opportunities across the four-state region. We also committed to addressing reciprocity to restore the practice throughout Local 23.

We restarted the membership organizing committee, standardized learning objectives for Field Reps and shifted clerical duties to office staff to increase time on the job sites for your Field Reps.

Like we said, we’re just getting started.

We cannot build this union, brick by brick, without you.

We thank you for your vote of confidence in us and we are going to build upon the work we started in the past six months and continue to strengthen this union for you.

Report from West Virginia
State Building Trades Legislative Conference

The West Virginia State Building Trades Legislative Conference (WVSBTLC) was held in Charleston on Thursday, Feb. 27, and we wanted to give you an overview of what is going on in the Mountaineer State.

The political climate is one-sided. In the West Virginia House, there are 91 Republicans and 9 Democrats. In the West Virginia Senate, there are 32 Republicans and 2 Democrats.

During the conference, George Capel, Government Relations Director for the WVSBTLC pointed out the majority of support for the trades now comes from the West Virginia Republican Labor Caucus.

In the past four years, the trades have helped to elect labor-friendly Republicans.

Still, there are some lawmakers in West Virginia pushing an anti-labor agenda.

Our ultimate goal is to reinstate prevailing wage laws, but we need more labor-friendly lawmakers.

Capel said the three key issues are prioritizing local labor on construction projects, giving cities and counties more flexibility with the public bidding process, and ensuring taxpayer dollars are well-protected.

At the core, is the idea of “Local Jobs for Local Workers.”

At the conference, WV House Rep. Evan Worrell, thanked the trades for their support, and talked about sponsoring the STAND Bill, which would provide state assistance to earn an associate’s degree for workers who have completed an apprenticeship program.

Andy Walters, with the AFL-CIO, discussed national issues, including policies affecting federal employees, teachers and other workers.

Ross Maradian, from NABTU, talked about the $900 million hydrogen hub project in West Virginia that has received $30 million to get moving, but has been paused.

We face challenges in West Virginia, but we will remain vigilant and engaged, and we appreciated your attention to these issues that affect our paychecks and livelihoods.

We will not stop fighting and standing up for our members.

Stay tuned here for more information on the challenges and opportunities facing bricklayers and the trades in our four states.

Reciprocity Stance of BAC Local 23 Leadership – All Money Follows the Member

Dear Members,

Pension and health benefits are some of the most important programs that BAC members and our contractors count on.

Members expect and rely upon benefit contributions being reciprocated (returned) to a member’s home benefit fund when the member works outside their home jurisdiction.

Similarly, contractors rely upon that seamless transfer of benefits to maintain and attract the skilled workers needed to complete their projects.

The current Leadership of Local 23 is steadfast in its commitment that BAC members should receive the full benefit of all monies they earn when working outside their home fund jurisdiction.

Accordingly, we want to take a moment to address questions that members have raised regarding the subject of benefit reciprocity.

What is reciprocity?

The idea behind reciprocity is that members often work outside of their home benefit fund’s jurisdiction and when they do, they need a way to make sure those benefit contributions return to their home fund.

When a member works on a project outside their home fund’s jurisdiction, they are working under the collective bargaining agreement (CBA) in effect for that area.

As a result, their fringe benefit contributions (health insurance, pension, and annuity) are paid into that area’s fringe benefit funds.

Reciprocity is the arrangement that allows fringe benefit funds to send your benefit contributions back to your home benefit fund from wherever you work.

A very simple way to state it is that “money follows the member.”

For reciprocity to work, there must be agreements between the different fringe benefit funds that allow for it. In addition, any member who wants to have their benefits sent back to their home funds must complete a Reciprocal Authorization and Release.

Reciprocity agreements among all the individual benefit funds, as well as the International Pension Fund (IPF), have existed for decades.

Historically, these agreements have covered the Ohio Bricklayers Funds as well as the individual funds in former Locals 3, 5, 6, 7, 8, 22, 43 and 55. These agreements have provided that ALL fringe benefits earned in one area would be sent back to a member’s home local.

If a member works in an area where the fringe benefit contributions are higher than those in the member’s home local, the member has always gotten the benefit of being paid at the same rate as everyone else on that job.

Full reciprocity has been in place and worked well for many years across Ohio.

Members deserve the full benefit and equal treatment that their work in any jurisdiction has earned them and the current leadership of Local 23 ABSOLUTELY AGREES with and SUPPORTS FULL RECIPROCITY.

There are some pension and health fund trustees who are not in leadership positions in Local 23, but who were appointed by former leadership, who want to END full reciprocity. Again, this is not Local 23’s Management Committee.

Needless to say, we disagree with these trustees who want to keep a portion of the money that you have earned by working outside of your jurisdiction.

We encourage members to contact the trustees of the plan(s) who are planning to end full reciprocity and lessen the hard earned benefits you worked for.

Please let these individuals know that “all the benefit money follows the member.” Anything less is unacceptable.

If you have any questions, please call 440.938.3000 or email info@bac23.org and we will get your questions answered.

BAC Local 23 Bricklayers And Vitruvian Create Model Training Program in Digital Masonry to Bring Jobs and More Affordable Housing to Appalachia

Exciting news this week in Athens, OH and across Appalachia.

BAC Local 23 has entered into a Memo of Understanding with Vitruvian, a 3-D construction firm located in Athens, Ohio, to create a model training program in digital masonry.

“We are going to work with our partners at the International Masonry Institute (IMI) and Vitruvian to develop a 3-D printing curriculum and programming that will be provided to BAC Apprenticeship and Pre-Apprenticeship students,” said Danny Musacchio, BAC Local 23 President. “A key component of this effort involves Vitruvian’s collaboration with our union to ensure our members in the region can lead the way in attaining skills and training necessary for a career in digital masonry.”

“The BAC craftworkers are uniquely suited to take on the technical and design challenges presented by digital masonry,” said Tom Elliot, IMI Director of Industry and Development Services. “Developing and adding this new curriculum to what we already have in place will prepare the next generation of BAC to address our nation’s evolving construction needs.”

“We’re not just building homes; we’re building careers, industries and opportunities for communities to thrive,” said Chris Sentz, Vitruvian Founder. “The future of construction is happening right now in Southeast Ohio. What we build here – both in housing and workforce development – can serve as a model for the country.”
