BAC Local 23 Secures Three-Year Contract Agreement in Northern West Virginia Chapter

Great news.

The Northern West Virginia Chapter of BAC Local 23, representing members in Area 1 (Fairmont, WV) and Area 2 (formerly the Cumberland, MD Local), has successfully reached a landmark three-year contract agreement, effective June 1, 2025.

This contract not only delivers significant wage increases, but also addresses a long-standing wage gap between the two areas and unifies the chapter under a single wage structure.

The contract corrects historic inequities.

For years, members in Area 2 have earned less than their counterparts in Area 1 despite performing the same work. Addressing this imbalance was a central priority during negotiations, and the results are a major victory for union solidarity.

The wage increases are structured as follows:

  • June 1, 2025: Both Area 1 and Area 2 members receive a $2.50/hour wage increase.
  • June 1, 2026: Area 1 members receive a $2.75/hour increase, while Area 2 members receive a $4.93/hour increase—closing the wage gap and establishing a unified pay scale.
  • June 1, 2027: All members of the unified chapter receive an additional $2.75/hour wage increase.

Area 1 members will see their hourly wage go up $8 an hour over three years while the hourly wage for Area 2 members will grow by $10.18 an hour.

Additionally, as of June 1, 2026, Area 1 and Area 2 will officially merge into a single Northern West Virginia Chapter, ending years of separation and operating under one wage and representation structure.

“There is strength in unity. We will continue to go the distance for our members, and negotiate the best possible contracts. This is what you deserve from your leadership,” said BAC Local 23 President Danny Musacchio.

“This agreement doesn’t just increase wages, it finally delivers the equality our members in Area 2 deserve,” said Brian Greynolds, a member of the negotiation committee. “We’ve united our chapter under one banner, one voice, and one future.

This successful contract was made possible through the hard work and commitment of the Local 23 Negotiations Committee: Danny Musacchio, Noah Carmichael, Brian Greynolds, Gary Fleming and Robert Rippeon.

“I want to thank the members of the negotiations committee for their dedication and teamwork so that all members’ voices were heard and fairness prevailed. This agreement represents more than just numbers—it’s a testament to what can be achieved when unity, persistence, and purpose drive the bargaining table,” President Musacchio said.

Brian Greynolds Named Director of Apprenticeship and Training for BAC Local 23

Will Oversee Apprentice Training and Coordination for OH/KY/WV/MD

We are excited to announce that Brian Greynolds has been named the Director of Apprenticeship and Training for BAC Local 23.

Brother Greynolds will oversee Apprentice Training and Coordination for Ohio, Kentucky, West Virginia and Maryland.

“We couldn’t ask for a better fit for the job. Brian has decades of experience, and as a trainer has produced top-notch apprentices and trade unionists, some of whom now work as Field Reps for Local 23. We look forward to the leadership and excellence that we can expect from Brother Greynolds as he embarks on this new journey,” said Danny Musacchio, BAC Local 23 President.

Now, a few words from Brian:

Hello my name is Brian Greynolds, and I am grateful and excited about the opportunity to be the new Director of Apprenticeship and Training for BAC Local 23.

I bring over a decade of hands-on leadership in apprenticeship training, backed by a deep commitment to the future of our craft. Since becoming Apprenticeship Coordinator and Instructor for the West Virginia District Council in 2010, I’ve transformed the program into a nationally respected model—becoming the 5th training center in the country to be certified by the International Masonry Institute.

In 2018, I completed IMI’s Instructor Certification Program and mentored an apprentice who went on to win first place in brick at the BAC/IMI International Apprentice Contest—proof of the high standards and commitment to excellence I bring to the training floor every day.

I worked countless hours as Apprenticeship Coordinator here in West Virginia—not for the paycheck, but because I care. I care about the future of our trade, the opportunities we create for working families, and the pride that comes from building something real with your hands. This work is more than a job to me—it’s a mission.

Now, as Apprenticeship Director, I’m focused on expanding opportunity, building stronger pathways through pre-apprenticeship, and making sure that every corner of our region—across Ohio, West Virginia, Kentucky, and Western Maryland—has equitable access to training and career growth.

At the heart of my work is a simple but powerful vision: One Local, One Family. That means no matter where you live or where you train, you’re part of something bigger—connected by shared values, common goals, and pride in our union and our craft.

Together, we move forward—not as individuals, not as separate jurisdictions, but as one family, committed to building a stronger future. Forward Together.

Stewards Training Class in North Shore Last Saturday

On Saturday, BAC Local 23 President Danny Musacchio led a steward training class. Stewards have a critical role to ensure that every single Local 23 member is being treated with the dignity and respect they deserve while on the job. Nearly 30 people attended the training.

If you are on a job site that doesn’t yet have a steward, please reach out to your Field Rep and let them know. This is how we make our union better, by standing up together, making our voices heard and communicating.

On Saturday, President Danny Musacchio, Vice Chairperson Brian Collier, Field Rep for North Shore Mentor John Brassow, Tile Field Rep for Greater Cleveland Mike Soltis, Field Rep for Northeast Chapter Akron Tom Dieringer, Field Rep for North Shore Cleveland Joe Harrison, and Field Rep for North Shore Cleveland Nicole Ohmer, all were in attendance.

“I was so pleased to hear our union stewards commit to doing training like this quarterly. This is what grassroots organizing looks like, and this is what being part of a union is all about. Standing together, and building our movement and our union, brick by brick. We spend a great deal of time pounding out the specifics in our collective bargaining agreements, so it’s critically important that we ensure those conditions are met by employers and we do that by having on-site representation,” said BAC Local 23 President Danny Musacchio.

We will keep you updated as these trainings continue and as we add more stewards to stand with members at more and more job sites.

New Field Representatives in the
Northwest and Northeast Chapters

We are excited to announce the appointment of two new Field Reps, Matt Abril and Andrew Fernandez. Matt will be representing the Fremont/Mansfield region for the Northwest Chapter and Andrew will be representing Local 23 members in the Canton region for the Northeast Chapter.

Both Matt and Andrew are dedicated to our fight to provide the best benefits and wages for members and they are hitting the ground running. They both bring the experience and fight needed to do this job, and do it right. If you see Matt or Andrew out in the field, be sure to say hi and welcome them to the Local 23 family!

A Closer Look At Historic Cleveland Contract

We wanted to give you a closer look at the historic contract signed by BAC Local 23 in Cleveland last week that will raise our members pay by $18.45 over the next five years.

 A key to the contract?

 The team, spearheaded by President Danny Musacchio and Secretary/Treasurer Noah Carmichael, put together and publicized a Strike Benefit Program going into the final round of negotiations.

 “We’ve always had the ability to strike, but we dug in our heels with the Strike Benefit Program. Our power lies in our ability to withhold our labor, and the Strike Benefit Program meant our members would have food on their table if they went out on strike,” President Musacchio said.

 It worked. The contractors understood the threat of a strike was real.

 Local 23 successfully negotiated a new 5-year contract with big wage increases each year, effective May 1 of this year, for Cuyahoga, Lorain and Medina counties in Ohio.

 Here is the breakdown year by year:

2025 hourly increase: $3.75
2026 hourly increase: $4.00
2027 hourly increase: $3.50
2028 hourly increase: $3.60
2029 hourly increase: $3.60

 Total hourly increase: $18.45

“It was pivotal that we went into the strongest market in our four states, and we were willing to put it all on the line because the rest of our locals will feel the positive ripple effect of what we won in northeast Ohio,” said President Musacchio. “Now, the Strike Benefit Program will be available if needed in the future – if we’re unable to achieve a fair contract.”

In addition to better wages, BAC Local 23 negotiated non-economic contract changes that we will be rolling out as both parties finalize the language.

The victory in Cleveland, and the new Strike Benefit Program, will provide momentum for BAC Local 23 and our members during upcoming contract negotiations in Parkersburg, West Virginia.

New Wage Increases Begin May 1
Into June and July

The good news about the Cleveland contract is wages went up $3.75 an hour beginning May 1 of this year so members are already benefitting.

A number of our contracts have wage increases that began May 1 with some coming in June and July.

Take a few minutes to review your pay stubs to make sure your new wages are reflected and you are being paid the correct amount.

President, Secretary/Treasurer, Vice-Chairs Take Oath of Office at MegaMeeting

President Danny Musacchio, Secretary/Treasurer Noah Carmichael and the Vice-Chairs in attendance for BAC Local 23 were sworn in at the biannual MegaMeeting held on Saturday in Columbus and at three satellite sites.

Members were invited to attend in person at the Plumber & Pipefitters Local at 1250 Kinnear Road in Columbus, Ohio, but members were able to participate by going to union halls in Batavia and Amherst, Ohio and Harrisville, West Virginia.

After being sworn in, brother Carmichael gave a thorough overview of Local 23 finances, and members heard reports from Field Reps and organizers and JATC administrators from our four states.

Members also were updated about current negotiations with Northshore Cleveland Brick and upcoming negotiations with Parkersburg, West Virginia Brick, East Liverpool Brick, Bellaire Brick, and Nashport Brick.

We are working towards having a single collective bargaining agreement by lining up equally-sized markets and rates.

At the meeting, first year apprentice Michael McKee was recognized for taking the first-place prize at the World of Concrete in Las Vegas, and second year apprentice Eon Spears was also recognized for taking second prize.

Message from President Musacchio

President Danny Musacchio delivered the following remarks to the members at the MegaMeeting on Saturday.

Brothers and sisters, I just want to take a few moments to talk about the state of our union.
The elections are over.
I’m grateful and humbled by your vote of confidence in me, Noah, and our vice chairs.
But I need to say this again, the election is over.
We have to come together now and move forward.
I’m saddened that in recent days there have been a few members of this union that have issued threats of violence against elected leaders, including death threats.
We’re taking these threats very seriously and pursuing our options to ensure everyone working in this union feels safe on the job and off the job.
I’m appalled that some of these attacks have extended to spouses and loved ones.
A union is a family, and we don’t threaten one another and we certainly don’t threaten wives.
I’m truly proud to call the vast majority of you in this union my brothers and sisters.
For a select few I wish I could say the same.
Unfortunately for us, there is a small group who will never be satisfied unless they are running this union.
And since they can’t, they’re intent on running the union into the ground.
They need to stop their destructive behavior for the good of every member of this union. Members are sick and tired of them tearing down what we are all trying to build.
As I meet members in our four states I have heard a consistent message, you want strong leadership, you have it.
I will never stop fighting for this union.
We are working every day to improve the way we communicate, to offer more job opportunities, and to continue to fight at the bargaining table. This is the work of the union.
We have heard you, the issues that matter to you, and this leadership team is focused on addressing them and moving this union forward.

We are just days away from our biannual MegaMeeting.

The delegate nomination meeting was held on April 16, 2025. A motion was passed unanimously to send only the delegates designated by virtue of union position, as provided in the IU Constitution.

BAC Local 23 OH-WV-KY-MD is entitled to send up to 31 delegates to the 2025 IU Convention. Among the purposes of the 2025 IU Convention is the election of all International Union Officers: President, Secretary‑Treasurer, and Executive Vice President, and the election by region of the IU Regional Vice Presidents to serve on the IU Executive Council.

The Nominations Meeting at which the members of the BAC Local 23 OH-WV-KY-MD will: determine the number of delegates, if any, that BAC Local 23 will send to the 2025 IU Convention; decide whether BAC Local 23 will elect alternates to serve in the event that a delegate or delegates cannot attend; and, consistent with those decisions and the IU Constitution, make nominations for BAC Local 23’s open delegate positions — will be held on:

Union Buster Nominated as
NLRB General Counsel

A union-busting attorney, Crystal Carey, has been nominated to serve as the General Counsel for the National Labor Relations Board.

Carey has built her career on advising corporations on ways to stop union organizing drives, how to avoid unions by abusing independent contractor and joint employer schemes.

Her law firm, Morgan Lewis, is considered one of the most notorious union-busting firms in the country.

She’s gearing up to take a job at the NLRB although she has helped employers campaign for the NLRB to be declared unconstitutional.

Carey is a stark contrast to her predecessor, NLRB General Counsel Jennifer Abruzzo.

Abruzzo was GC as the NLRB made substantial pro-worker reforms like banning captive audience meetings (something Carey supports) and requiring employers who commit unfair labor practices to bargain with newly unionized workers.
