Our union is strongest when we’re informed, involved, and looking out for one another. That’s how we grow, protect each other, and make sure Local 23 stays strong for the long haul. The proposed constitution reflects those values and represents the hard work of members from across the union who came together with one shared goal: to make our union stronger while being fair to everyone.

Under this new constitution, the majority of members will see lower dues.

The dues rate is reduced from an average of 4.5% to a simple, uniform 4.25%.

That means more money in your pocket. This change also simplifies things by combining the old system of dues, fees, and funds into one clear rate. The 4.25% is not an additional charge—that’s the total amount you’ll pay. No services or benefits are being reduced or removed. Members will continue to receive the same strong representation and protections they rely on every day.

Just as important as the outcome is the process.

This constitution has broad support and was developed through an open, transparent, and inclusive effort. The committee was chosen by members and included former leaders, rank and file members, and voices from every chapter.

Each chapter selected members of the committee to be their voice – and those voices were heard. The outcome was a proposed constitution that has overwhelming support.

I want to be clear, this vote is not political. It is about how we run our union and how we protect it for current and future members. A clear and member-approved constitution will provide the strongest foundation for growth Local 23 has ever had.

On Saturday, April 18, we held our bi-annual meeting at our training center in Harrisville, West Virginia.

“Thanks to Charles Kimball for hosting our leaders in West Virginia where we had a chance to meet with our Mountaineer members face-to-face while other members joined by zoom in Amherst, Columbus, and Batavia,” said President Danny Musacchio.

“We believe this is how a union becomes even stronger. We understand how important your time is, but we also know it is just as important to come together on a regular basis, share information, and answer any questions members have about your union,” Musacchio said.

“We will continue to rotate our bi-annual Meetings throughout our four states because we are committed to communicating with our members, transparency and sharing information. This is your union. The more informed the membership is, the stronger we are all together,” Musacchio said.

Secretary/Treasurer Noah Carmichael gave an in-depth overview of our union’s finances. We are on solid financial ground.

“Our goal as fiscal leaders is to get the cash and investment accounts to 2 full fiscal years of operating expenses in reserves. I am pleased to report that we have gotten closer to that 2-year reserve every year,” Carmichael reported.

“We all know as bricklayers, hard times can hit unexpectedly. Your leadership will continue to be prepared for this. Our commitment is to all work together to take the management of our union to the next level. We will responsibly use the resources of this local to make Local 23 into something special that people want to belong to,” Carmichael reported.

Josh Moss, Director of Organizing, gave an overview of our union’s growth and strength.

“2025 was a solid year. The outlook for 2026 is strong,” Moss reported.

Moss said the organizing team has been hitting jobs sites, utilizing the online application portal, career fairs, trades shows, and Helmets to Hardhat meetings to find people

“In the past six months, from October 2025 through April, we brought in 136 new members. Over the past 12 months, we have 342 new members,” Moss reported.

“I also looked at how many of those people we kept. Over that same period, 40 members transferred out or moved to another local. That means we retained 302 out of 342 for an 89 percent retention rate,” Moss reported.

“I also want to acknowledge the 58 members who retired in 2025. That’s 58 careers! Those people built their life in this Local. We don’t take that lightly,” Moss reported.

“We’ve signed four new contractors and trained 71 new Stewards, and we have much more planned for our prosperous future,” Moss reported.

Brian Greynolds, Director of BAC Local 23’s Apprenticeship & Training Program, reported the apprenticeship program exists to serve the members and the contractors who employ them.

“Our goal is simple: to train skilled craftworkers who are safe, productive, and prepared for the jobsite,” Greynolds reported.

The program continues to maintain a strong base of apprentices, and Greynolds is emphasizing strengthening the pre-apprentice pipeline.

“We are developing pre-apprenticeship training that will allow individuals to experience the trade before entering the full apprenticeship program. This includes hands-on training, basic tool skills, and an introduction to the expectations of the masonry trade,” Greynolds reported.

Greynolds said he is focused on improving training operations, safety training, instructor development, outreach, and industry connections.

“I want to thank the instructors who continue to put time and effort into training apprentices. I also want to thank the contractors who support the apprenticeship program and provide job opportunities for apprentices to gain real-world experience,” Greynolds reported.
